Bryan Boreham c19f49a284 Install Kubernetes packages and pre-pull images 
Bump template version too
Note that we disable kubelet in the image, so you have to start it if
you want to use it.

Install bc and jq in the image rather than on every build.

Bryan Boreham 73d7812dc5 Check that latest version of weave image exists 
The smoke-tests are meant to be run in a context where you have just
uploaded a build. If that upload failed and we don't do this check
then we will download the 'latest' images from DockerHub.

Bryan Boreham a1c3cba363 Invert multicast option in plugin 
Now it's off by default, and there is an option to enable the
multicast route per-network.
We turn it on for the `weave` network created when we start the plugin.

Martynas Pumputis 427b6d2902 Use ContainerID when restarting a container 
Otherwise, we are risking to leak DNS entries which happens when
ContainerName is passed to `weave reset` and subsequent internal call
to nameserver creates a new entry instead of replacing the old one.
The ContainerID of the new entry is set to ContainerName and in such case
stopping the container will not remove the new entry.
