It appears the guide was removed from the website some time
  before as well. I guess the old content lives here now:

Martynas Pumputis 5c0da56ad5 Fix HOWTO for setting weave-kube passwd 
A quick fix.

LG generates secretKeyRef.key w/o the ".txt" extension which makes it
inaccessible to weave-kube when passwd is stored in "weave-passwd.txt".
