Do network attach on docker event rather than intercepting start and restart commands.

Don't re-initialise log writers unless the type changed.
...
This avoids race-conditions in unit tests where the initialisation
is on a different goroutine to the logging.

Using the Ring CRDT and Weave gossip, provides an interface
for the weave script to allocate IP addresses in `weave run`,
`weave start` and `weave expose`.
