Martynas Pumputis 2ba8764615 Do not run "docker kill" inside smoke tests, because Docker 1.13.1 
Otherwise test suites hang if run with Docker 1.13.1.

Marc CARRE b048b6deb0 Bind-mount /proc in V2 plugin container. 
This allows to pass ARP settings from the host, e.g.:
