proper systemd override for docker in test VMs
...
now you can
- run `vagrant provision` any time
- upgrade the base image with `vagrant box update`
- upgrade docker inside the VM w/o
...etc...
...without breaking things!

Restart docker after vagrant tweaking and refactor tweak-code

Docker needs to be restarted and not started, since it already starts running after installation
