Make /usr/local/go writable to anyone
...
Previous attempt to chown the dir inside build.sh resulted in
a significant increase in a build time, and build.sh is exec'd
once per each build.

Build in a container by default, using go 1.5 and vendored dependancies.
...
- Use submodules for vendoring.
- Don't go clean, now that everything is in .pkg.
- sudo -E as we need the environment variables.
- Install -race version of std so the tests can run without sudo.
- Cache the build image on circle, use the rebuild-image script from tools.

Various improvements to unit test running
...
- units.sh should exit on error.
- Add race detector to unit test runner.
- Use local testing/cover/cover tool in gen_coverage_report.sh and units.sh
- Use the scheduler to parallelise the unit tests.
- Make test run id a string and differentiate between unit runs and integration runs in the scheduler.
- Pipe circle env vars through to build container so we can detect when to use the scheduler
- Add python requests to the weave build container.
- Quote test names in urls, make flask handle url segments with slashes in.
