Bryan Boreham ced84955d3 Stop ignoring local pods 
This behaviour was breaking the use of pod selectors for the 'from'
part of a rule.

Move checking of local pods into namespace.go so we can maintain
LocalIpSet correctly

Bryan Boreham 28aa181480 Move setting up addresses for a container, into weaveutil-invoked function 
This means we only change netns by execing nsenter: changing netns in
Go is unsafe for long-running processes like the proxy.

Shimi Kiviti 66a569fc40 modify tolerations to match any node 
Currently weave doesn't run on nodes with tolerations except the master
The suggested code change it to run on all nodes

Docker 1.11 seems much slower at the pull tests than Docker 1.13
while we investigate that, raise the timeout to allow tests to pass

Bryan Boreham 2584335b11 Allow any non-local traffic onto the weave bridge 
If it's destined for a pod on another node it will be checked again
when it reaches that other node.  The previous version was rejecting
traffic coming in from outside the cluster.

Bryan Boreham f91a9c2562 Fix test: committed image embeds WEAVE_CIDR 
so we cannot run two of those containers at the same time.
Fixed by stopping the first one before we start the second.
