Bryan Boreham 39ac1a0037 Collect existing weave addresses at start-up, to avoid a race when 
doing it from the script

Note we need to run weaver in the host pid namespace, so it can search
for existing container IPs. Also now we are firing off sub-processes
it's better to not be PID 1 so Linux doesn't expect us to reap zombies.

Marc CARRE 8f9b2a36c0 Remove dep. on docker and use mflag from common. 
This reduces the number of dependencies, and avoids having docker as a vendored dependency, which should speed the build up.

Martynas Pumputis baa8f229f7 Detect enabling of hairpin mode on vethwe-bridge 
Enabled hairpin mode on vethwe-bridge was one of the root causes
for installing looping flows in the fastdp mode.

Also, it confused the weave custom L2 bridge, as the bridge treats
a bounced back packet, e.g. ARP brodcast request, as a local one
(the case for "Captured a packet associated with remote host").

Otherwise, GET /metrics will crash weaver.

Martynas Pumputis b1d6605e8f Remove inaccurate Prometheus metrics 
The metrics include:
- weave_packets_total
- weave_bytes_total

The problem with those metrics is that fastdp periodically flushes
flows including their stats thus makes the current implementation
of the metrics unreliable.

Bryan Boreham 0458d32089 Serve metrics on a different socket to the main API 
Serve metrics+status on status socket and api+status+metrics on api
socket; the reasoning is that metrics or status are read-only hence
may be scraped from an off-machine connection, while we don't want to
open the control port up unprotected.

the creation but before storing the list and as a consequence,
the weave container gets restarted.

The endpoint returns the name of tracker. It is used to determine
whether the router is running a tracker.

Martynas Pumputis 9fc7be83c8 Create a Tracker when starting the router 
The tracker's HandleUpdate method is called by the ring update routines.

In addition, we add a dummy overlay for AWSVPC to make `weave (status|
report)` to produce reasonable reports which includes AWS hosts
connection state.

Martynas Pumputis f50fbc002e Change ipam Universe from Range to CIDR 
There was no code to initialize it as anything else, and this lets us
bake in an assumption that it will always be a CIDR.
