Bryan Boreham fb3ed9c1a6 Re-organise checking of persisted data so the failure paths bail out 
of the function first.
Also bail out if there is no persisted ring, since persisted 'owned'
data isn't meaningful in that state.

- move "Managing Services in Weave Net" up so it comes after
  "Integrating a Host Network with Weave Net", to which it is deeply
  related
- move "Adding and Removing Hosts Dynamically" down so it is adjacent
  to the other sections which talk about peer connectivity

Bryan Boreham 0e655a2bbd Remove plugin-connected containers before end of test, to avoid delaying later cleanup. 
Also use a shorter sequence to exclude the plugin when removing other containers.

Martynas Pumputis 427b6d2902 Use ContainerID when restarting a container 
Otherwise, we are risking to leak DNS entries which happens when
ContainerName is passed to `weave reset` and subsequent internal call
to nameserver creates a new entry instead of replacing the old one.
The ContainerID of the new entry is set to ContainerName and in such case
stopping the container will not remove the new entry.
